Promoting gendered structural change in leadership in higher education: the interaction between formal and informal rules
(Universidad Complutense de Madrid ; Editorial Complutense, 2021-06-18) Campanini Vilhena, Fernanda; Pizarro Pérez, Jon
Introduction and objectives. In the higher education and research sector, efforts have been employed in diverse countries to bring about gendered structural change, and most strategies pursue such a goal through the implementation of formal changes in its structures and policies. Leaning on the feminist institutionalism theory, the aim of this article is to discuss the importance of understanding how the formal and the informal institutional norms interact between each other in initiatives seeking gender equality in leadership and decision-making in the specific context of higher education institutions. Methodology. A qualitative approach has been followed. Interviews with members of the Board of Directors of a higher education and research institution in northern Spain have been conducted and analysed, aiming at identifying the barriers to the access of women to leadership positions and possible measures to overcome them. Results. The analysis confirmed the impact caused by the gendered dynamics present at both individual and institutional levels to GE initiatives. While the importance of formal institutional commitments to gender equality has been recognised, the analysis recalls the attention to the fact that informal settings shape the applicability of formal policies, with continuous references to the traditionally unequal distribution of power and attribution of value to women and men. Discussion and added value. Although much theoretical knowledge has been produced in the field of gender and institutions, especially concerning the gendered bases of institutions, the field still lacks within-process studies on the aspects influencing the obtained outcomes of developed initiatives pursuing gender equality in institutional leadership. The study developed in this paper allows for replication in different contexts, hence contributing to the refinement of the existing knowledge on the dynamics of change in gender-oriented initiatives

The concept and the name of Isolating Gender Violence
(Hipatia Editorial, 2021-06-25) Vidu Afloarei, Ana ; Puigvert Mallart, Lidia ; Flecha García, José Ramón; López de Aguileta, Garazi
In December 2020, the Catalan Parliament approved by unanimity the world’s first legislation of the concept of Isolating Gender Violence (IGV); in 2021, several parliaments are developing their own legislations. The elaboration of this concept and later this name has been a long and dialogic process among diverse scientists, policymakers, governments, parliaments, victims, survivors, social organizations and citizens. Since 2016, CREA (Community of Research on Excellence for All) has developed a process of elaborating the concept of IGV oriented to obtain the scientific, policy and social impact required to make a key contribution to overcoming gender violence. This process was simultaneous to the elaboration by the same researchers of the criteria of policy and societal impact of the EU’s scientific programme of research (Horizon Europe). This paper presents this dialogic research conducted to get the concept and the name IGV and the consequences of this concept along scientific, policy and social impact. The results show that the key for getting the name and the impacts of this scientific robust concept has been three of the main characteristics of the present EU research program Horizon Europe: the priority of social impact, the co-creation of knowledge between scientists and citizens and sustainability.

“Kaleak suntsitzen du”: bakarrik dauden adingabe atzerritarrak, bakarrik dauden gazte atzerritarrak izatera heltzen direnean, pairatzen dituzten beharrizanak profesionalen ikuspuntutik
(Gobierno Vasco = Eusko Jaurlaritza ; Departamento de Vivienda y Asuntos Sociales = Etxebizitza eta Gizarte Gaietarako Saila, 2021) Castaños Mihi, Aitziber; Aguayo Portillo, Iraia; Fonseca Peso, Janire
Artikulu honen helburua, profesionalen ustez bakarrik dauden adingabe atzerritarrak, bakarrik dauden gazte atzerritarrak izatera heltzen direnean, pairatzen dituzten beharrizanak identifikatzea da. Ikerketa zabalago baten parte da lan hau, Bizkaian bakarrik dauden gazte atzerritarren beharrak identifikatzea helburu zuena. Metodologia kualitatiboan oinarrituz, kasu honetan, kolektibo honekin zerbitzu desberdinetan lan egiten duten hamar profesionalei elkarrizketa sakonen analisia aurkezten da. Elkarrizketa gidoia sortzeko, Eusko Jaurlaritzaren Gizarte Bazterkeria Baliosteko Tresna Tekniko Bateratua oinarri izan zen. Emaitzen artean azpimarratzekoa da laguntza-sare baten sorkuntzaren premia; hots, babes-zerbitzutik kanpo geratzen direnean, bazterketa egoera pairatzeko arrisku handiagoan egonda, gizarte- eta hezkuntzaeskuartzetik, bazterketa honetan eragina duten esparru guztiei aurre egiteko premia.

PADL: a modeling and deployment language for advanced analytical services
(MDPI AG, 2020-11-24) Díaz de Arcaya Serrano, Josu; Miñón Jiménez, Raúl ; Torre Bastida, Ana Isabel; Ser Lorente, Javier del; Almeida, Aitor
In the smart city context, Big Data analytics plays an important role in processing the data collected through IoT devices. The analysis of the information gathered by sensors favors the generation of specific services and systems that not only improve the quality of life of the citizens, but also optimize the city resources. However, the difficulties of implementing this entire process in real scenarios are manifold, including the huge amount and heterogeneity of the devices, their geographical distribution, and the complexity of the necessary IT infrastructures. For this reason, the main contribution of this paper is the PADL description language, which has been specifically tailored to assist in the definition and operationalization phases of the machine learning life cycle. It provides annotations that serve as an abstraction layer from the underlying infrastructure and technologies, hence facilitating the work of data scientists and engineers. Due to its proficiency in the operationalization of distributed pipelines over edge, fog, and cloud layers, it is particularly useful in the complex and heterogeneous environments of smart cities. For this purpose, PADL contains functionalities for the specification of monitoring, notifications, and actuation capabilities. In addition, we provide tools that facilitate its adoption in production environments. Finally, we showcase the usefulness of the language by showing the definition of PADL-compliant analytical pipelines over two uses cases in a smart city context (flood control and waste management), demonstrating that its adoption is simple and beneficial for the definition of information and process flows in such environments.
